Güvencesiz istihdam, hem çalışma yaşamı kalitesini belirleyen hem de bireyin tüm hayatını etkileyen oldukça önemli bir olgudur. Güvencesiz istihdamı tanımlamak için standart istihdamın niteliklerinden yola çıkılabilmektedir. Keynesyen refah devletinin temel hedeflerinden biri olan tam istihdam doğrultusunda 1945-1975 yılları arasında “Altın Çağ” olarak adlandırılan dönemde fordist kitle üretimiyle birlikte standart istihdam koşulları hüküm sürmüştür. Ancak 1970’li yılların ikinci yarısından itibaren yaşanan petrol krizi tüm dünyada birçok alanda yaşanan dönüşüm sürecinin başlangıcını oluşturmuştur. Kitle üretim ve tüketiminin krize girmesi, tüm dünyada neo liberal politikaların benimsenmesi gibi değişimler standart istihdam koşullarından uzaklaşılarak güvencesiz istihdam koşullarının ortaya çıkmasına neden olmuştur. Bu nedenle çalışma kapsamında öncelikle güvencesiz istihdam olgusunun farklı tanımlamaları ele alınacak daha sonra standart istihdam ve tarihsel süreçte bu istihdam şeklinin üretim sistemi olan fordist kitle üretiminden yola çıkılarak açıklanacaktır. Ardından güvencesiz istihdam koşullarının ortaya çıkmasına neden olan faktörler olarak 1970’li yıllarda refah devletinin yaşadığı krizle birlikte istihdam koşullarında meydana gelen değişimler, siyasal ve ekonomik paradigmalardaki dönüşüm, bilgi teknolojilerinin gelişmesi ve üretimde yaşanan değişimler ele alınacaktır. Son olarak güvencesiz istihdam koşullarının birey ve aile üzerine etkileri analiz edilmeye çalışılacaktır.
Insecure employment is a very important phenomenon that determines both the quality
of working life and affects the whole life of the individual. To define the insecure employment the characteristics of standard employment can be started. Standard employment
conditions have been reigned with Fordist mass production in the period of 1945-1975, called the
“Golden Age”, in line with full employment, one of the main objectives of the Keynesian welfare
state. However, the oil crisis, which has been experienced since the second half of the 1970 years,
has been the beginning of the transformation process in many areas around the world. Changes such
as the crisis in mass production, consumption and the adoption of neo-liberal policies around the
world, led to the emergence of insecure employment conditions by moving away from standard employment. Therefore, the study will first cover the different definitions of the insecure employment
phenomenon, and then explain the standard employment and historical process based on the Fordist
mass production of this form of employment, which is the production system. The factors that lead
to Insecure employment conditions will then be discussed in the 1970 years, along with the crisis of
the welfare state, the changes in employment conditions, the transformation in political and economic paradigm, the development of information technologies and the changes in production. Finally,
the effects of insecure employment conditions on individuals and family will be analyzed.
