Çin’in Wuhan şehrinde ortaya çıkan ölümcül virüsün (Covid 19) yayılması nedeniyle, ülkeler tarafından
alınan karantina kararları ekonomik faaliyetlerinin durmasına veya azalmasına neden oldu. Bu süreçten en çok
etkilen sektörlerden biri turizm sektörüdür. Bu çalışmanın amacı, pandemi dönemindeki devlet desteklerinin
sürdürülebilir turizm kapsamında değerlendirmek ve Covid 19'un otel endüstrisi üzerindeki etkilerini Edirne
örneğinden incelemektir. Çalışma için Trakya Üniversitesi Sosyal ve Beşeri Bilimler Araştırmaları Etik
Kurulu’nun 21 Ekim 2020 tarihli 2020.07.03 sayılı kararına göre çalışma için etik onay alınmıştır. Edirne İl
merkezindeki Kültür ve Turizm Bakanlığı belgeli 6 otelin yöneticisinden oluşan çalışma grubu ile
derinlemesine görüşme yöntemi kullanılarak veriler elde edilmiş ve içerik analizi ile değerlendirilmiştir.
Çalışmada, işletmelerin açıldığı kontrollü normalleşmenin başladığı dönem dikkat alındığı için, otel
yöneticileri ile görüşmeler 1-10 Temmuz 2020 tarihlerinde yapılmıştır. Çalışmanın sonucunda; araştırma
kapsamındaki otellerin geçen yılın Haziran ayına göre oda gelirlerinin önemli ölçüde düştüğü, pandeminin
toplam maliyetlerine etkisinin % 9 seviyesinde olduğu, Corona virüse karşı alınan önlemler nedeniyle ek
maliyetlere katlandıkları ve bu ek maliyetlerin toplamdaki payının ortalama % 6 düzeyinde olduğu
belirlenmiştir. Pandeminin işletmelerin ekonomik olarak sürdürülebilirliğini olumsuz etkilediği, 2020 yılında
yeni yatırım veya kapasite arttırma kararlarını erteledikleri belirlenmiştir. Katılımcılar kısa çalışma ödeneği ile
ücretsiz izin uygulamalarından yararlanarak işçilik giderlerini azalttıkları konusunda hem fikir olmakla birlikte,
bir kısmı bu uygulamaların sektöre özgü destekler olmadığını ifade etmiştir. Ayrıca, Edirne özelinde turizm
sektörünün risklerinin belirlenmesi ve değerlendirilmesiyle ilgili profesyonel bir çalışmanın yapılmadığı tespit
edilmiştir. Katılımcılar, pandemi sürecini iyi yöneten otellerin belirlenmesini, “güvenli otel” “güvenli restoran”
alanlarının tespit edilmesini ve bu bilgilerin kamuoyu ile paylaşılmasını; enerjiyi sağlayan kurumların uzaktan
sayaç okuma sistemi kurarak otellerin kullanım bedelini doğru tespit etmelerini belirtmişlerdir.
Due to the fast spread of fatal Coronavirus disease (COVID-19) originated from Wuhan city, China,
quarantine decisions taken by countries have led to the decrease or discontinuation of economic activities as
well as causing social and psychological costs. As a humanitarian crisis, the pandemic has also affected the
entire tourism ecosystem negatively, so labor intensive tourism and hospitality industry has become one of the
most influenced industries. Thus, this study set out to evaluate government grants during pandemic period
within the scope of sustainable tourism and to examine the impact of COVID-19 on hotel industry through the
example of Edirne province in Turkey. For the study, ethical approval was obtained according to the decision
of Trakya University Social and Human Sciences Research Ethics Committee dated October 21, 2020 and
decision numbered 2020.07.03. The data were obtained from a study group containing the managers of 6 hotels
located in Edirne province and licensed by The Ministry of Culture and Tourism via in-depth interview and
were evaluated through the content analysis. The interviews were performed between 1-10 July 2020 as the
controlled normalization period (since June 2020), which allowed reopening of the businesses, was considered.
The results revealed that room revenues of the hotels under research significantly fell when compared to month
of June last year, that the effect of pandemic on overall costs was around at a level of 9%, and that because of
the measures taken against virus, the hotels endured additional costs with a ratio of 6% within overall costs.
Furthermore, the study concluded that the pandemic negatively impacted the economic sustainability of hotels,
which resulted in suspension of new investments or capacity increase decisions in 2020. Although the study
participants agreed with the idea that they benefitted from the implementations of short-time working
allowances and unpaid leave in order to reduce labor costs, some of them stated that those implementations
were not sector specific grants. Besides, it was determined that no previous professional study was performed
to detect and evaluate tourism industry risks in Edirne province. The study participants suggested that the hotels
well managing pandemic period should be ascertained by determining “safe hotel” and “safe restaurant” areas and be released to the public. They also expressed their request on remote meter reading systems to be
established by energy providing companies for accurate usage charges.
