This study examines the relationship between Thomas Hobbes’ two foundational works of political philosophy, De Cive (1642) and Leviathan (1651), from the perspective of epistemological continuity. The prevalent approach in Hobbes scholarship tends to characterize Leviathan as the thinker’s mature and definitive work, while generally regarding De Cive as a secondary or preliminary text. This article challenges this hierarchical reading and argues that De Cive constitutes the epistemological premise of Hobbes' sovereignty-centered theory of the state. The study analyzes Hobbes’s political thought not through a narrative of chronological development, but on the basis of methodological and conceptual consistency. Accordingly, De Cive and Leviathan are comparatively analyzed through fundamental concepts such as the citizen, the state of nature, security, sovereignty, and the justification of political order. The analysis demonstrates that Hobbes establishes political order not on moral or teleological principles, but through specific epistemological assumptions regarding human nature. Furthermore, the article argues that Hobbes constructs his political argument not only textually but also on rhetorical and visual levels. It is proposed that the libertas (freedom)–imperium (sovereignty) opposition established in the cover iconography of De Cive achieves conceptual continuity in Leviathan through the metaphor of sovereignty and the artificial state. In this respect, the study aims to demonstrate that Hobbes’s political philosophy presents a methodologically consistent and deliberate structure rather than a fragmented one. In this context, the study reveals that Leviathan alone is insufficient for a comprehensive understanding of Hobbes, and that the foundational methodology of De Cive serves as an essential key.
