Purpose and significance: The reasons such as the dispersed settlement units due to the geographical
structure of the country, the high migration rate observed in some regions, and the effort to increase
the quality of the education together with the simultaneous effort to decrease the costs of education
made it necessary to put the charter schools into practice in Turkey. The aim of the present study is to
investigate into the charter schools practice in Bursa, to bring light to the related problems and to
suggest possible solutions to these problems. To reach this aim, the answers were sought for the
following problems:
1) What are the numerical data concerning the charter schools practice in the province of Bursa?
2) What is the condition of the charter schools and what are the problems faced in the eyes of the
administrators, teachers, students and parents in the province of Bursa?
3) What do the administrators, teachers, parents and students suggest making the charter schools
successful?
4) What is the cost of the charter schools in the province of Bursa?
Methods: The study was designed according to the case study model with the aim of presenting the
current status of charter schools in Bursa, Turkey. The data gathered from the interviews with the 8
administrators, 10 teachers, 21 parents and 32 students are taken into consideration. Document
analysis was carried out by using a form developed by the researcher.
Results: The study demonstrated that the planning of the charter schools in Turkey is thought to be
made improperly. The authorization and responsibility area of the headmasters of the charter schools s
center schools should be enlarged. The issue of the circumstances under which the schools closed will
be utilized should be promptly settled. The tools and materials from the schools closed should be
given out to the schools in the center equally. The charter schools with its present condition cover only
the primary school students. However, the government should extend this to the secondary education
institutions as well so as to make the project achieve the ultimate goal. The accompanying teacher is
very important for the security of the students and the communication between the village and the
center. The Ministry of National Education should inspect the practice of accompanying teacher and
bring sanctions. Moreover, it should make the job attractive by giving accompanying teachers salary
and traveling allowances.
Discussion and Conclusions: One of the most important goals of the developing countries is to be
able to increase the urbanization rate in the total population. One of the advantages of the charter
