ÖZET

Bu makale, mimarlık mesleğinde tasarım kararlarını etkileyen etik çıkmazları ve bu çıkmazların ardındaki görünmez aktörlerin rolünü incelemektedir. Mimarlık, teknik ve estetik boyutlarının ötesinde toplumsal sorumluluklar ve etik ilkelerle şekillenen bir alandır. Ancak tasarım süreci yalnızca mimarın bireysel değerleriyle değil; yatırımcılar, kamu otoriteleri, mevzuat, ekonomik çıkarlar ve kurumsal baskılar gibi çok sayıda görünmez aktörün müdahalesiyle yönlendirilmektedir. Bu çok aktörlü yapı, mimarın mesleki özerkliğini zayıflatarak etik ikilemleri derinleştirmektedir. Çalışma, TMMOB Meslek İlkeleri ve literatürdeki çeşitli yayınlar ışığında; meslek etiğinin kavramsal temelleri, tasarım sürecinde yaşanan ikilemler, meslek odalarının sınırlı müdahale gücü, mimarlık eğitimi ve insan hakları bağlamında mimarın kamusal sorumluluğu üzerine odaklanmaktadır. Sonuç olarak, mimarlıkta etik karar alma süreçlerinin güçlendirilmesi için etik eğitim, kurumsal denetim ve şeffaflık ilkelerine dayalı yeni yaklaşımların gerekliliği vurgulanmaktadır.

ABSTRACT

This article examines the ethical deadlocks that influence design decisions in the architectural profession and explores the role of invisible actors behind these dilemmas. Architecture, beyond its technical and aesthetic dimensions, is a discipline shaped by social responsibilities and ethical principles. However, the design process is not solely guided by the architect’s individual values; it is also shaped by the interventions of numerous invisible actors such as investors, public authorities, regulations, economic interests, and institutional pressures. This multi-actor structure undermines the professional autonomy of the architect and deepens ethical dilemmas. Drawing on the Professional Code of Conduct of the Union of Chambers of Turkish Engineers and Architects (TMMOB) and various sources in the literature, the study focuses on the conceptual foundations of professional ethics, the ethical dilemmas encountered during the design process, the limited intervention power of professional chambers, and the architect’s public responsibility in the context of architectural education and human rights. In conclusion, the study emphasizes the necessity of new approaches based on ethical education, institutional oversight, and transparency to strengthen ethical decision-making processes in architecture.
