Özet
İran devlet geleneğinin yeniden ihyası, İran’ın kadim imparatorluk sınırlarına, büyük oranda, ulaşması ve Sünnîlikten Şiîliğe geçiş bölgedeki dengeleri tümden değiştirmiştir. Safevîler kuruluşundan itibaren Şiîliği devletin kurucu ilkesi olarak kabul etmişlerdir. Safevî hanedanının Sünnî devletlerle olan ilişkisinden hasıl olan sancılı geçmiş, psikolojik travmalar, hanedan üyelerinin maruz kaldığı ölümler ve Safevî dergâhı bünyesinde yaşanan dinî/siyasi dönüşüm Sünnîliğin Safevîler açısından bir ideoloji ve devlet işletim sistemi olarak kabul edilmesini imkânsız hale getirmiştir. Safevî Devletinin Akkoyunlu coğrafyasında tesis ettiği 12 İmam Şiîliğine dayalı yeni devlet başta Şirvanşahlar ve Şeybânîler gibi Sünnî ağırlıklı mücavir alanlarda ciddi bir krize ve beka sorununa dönüşmüştür. Safevîlerin Şiîliği hakimiyet alanlarında yegâne dinî form ve mezhebe dönüştürme çabaları onları yerleşik nüfus ve bölgedeki diğer Sünnî toplumlarla karşı karşıya getirmiş, bu da tabiatıyla krizi daha da girift ve sancılı hale getirmiştir. Devletin sürekliliği ve istikrarı için iki cephede mücadele vermek zorunda kalan Safevîler Şiî/İmâmî temelli yeni devlet programı ve ajandaları sebebiyle Osmanlı, Şirvanşahlar ve Şeybânîler ile yoğun bir politik ve askeri mücadeleye girişmişlerdir. Safevîler bu politik ve askeri mücadelede, Osmanlı hariç, bölgedeki bütün rakip güçleri yenmiş ve tasfiye etmişlerdir. Safevî siyasetinin mücadele verdiği ikinci cephe ise İran coğrafyasında yürüttükleri dinî/kültürel ajanda etrafında odaklanmıştır. Bu çerçevede Safevîler hem siyasi hakimiyetlerini pekiştirip istikrar sağlamak hem de hanedanlarının yerli topluluklar tarafından kabulünü kolaylaştırmak için bir dizi mekanizmaya müracaat etmişlerdir. Bu çalışma, Akkoyunlu sarayıyla olan akrabalık ilişkileri, Safevî dergahının mürşitleri olarak sahip oldukları dinî otorite/karizma, neseplerini Ehli Beyt’e nispet etme çabası ve İran kültürünün binlerce yıllık tecrübeyle inşa ettiği kadim krallık teorisi bağlamında, Safevî devletinin teşekkülündeki meşruiyet arayışlarını ve bunun doğurduğu krizleri ele almaktadır.
The Safavid State was established in Tabrīz in 1501 through the alliance of the Qizilbash/Turkmen tribes under the leadership of Shāh Ismāʿīl. Through the efforts of the Safavids, the transformation of a movement rooted in the Ṣūfī tradition into a regional empire, the revival of the Iranian state tradition, the expansion of Iranian rule to cover, to a large extent, the territories of ancient Iranian empires, and the transition from Sunnism to Shiʿism fundamentally altered the balance of power in the region. From the establishment of the state onward, the Safavids adopted Shiʿism as the founding principle of the state. The painful history resulting from the Safavid dynasty’s relations with Sunnī states, the psychological traumas arising from these experiences, the deaths suffered by members of the dynasty, and the religious and political transformations within the Safavid order made it impossible for Sunnism to be adopted by the Safavids as an ideology and a system of state governance. The new state established by the Safavids in the former Aq Qoyunlu territories on the basis of Twelver Shiʿism soon became a serious source of crisis and an existential challenge, particularly in predominantly Sunnī neighboring regions such as those ruled by the Shirvanshahs and the Shaybanids. The Safavids’ efforts to make Shiʿism the sole religious and sectarian form within their sphere of dominance brought them into conflict with the settled population and other Sunnī communities in the region, which inevitably made the crisis more complex and painful. To ensure the continuity and stability of the state, the Safavids were compelled to fight on two fronts. Owing to their new state program and agenda based on Shīʿī/Imāmī foundations, they engaged in intense political and military struggles with the Ottomans, the Shirvanshahs, and the Shaybanids. In these struggles, the Safavids defeated and eliminated all rival regional powers except the Ottomans. The second front of Safavid policy focused on the religious and cultural agenda they pursued across Iran. In this context, the Safavids resorted to a series of mechanisms both to consolidate their political authority and ensure stability and to facilitate the acceptance of their dynasty by local communities. This study examines the Safavid state’s search for legitimacy and the crises that emerged in the course of its formation, focusing on the Safavids’ kinship ties with the Aq Qoyunlu court, the religious authority and charisma they possessed as the spiritual guides (murshids) of the Safavid order, their efforts to trace their lineage to the Ahl al-Bayt, and the ancient theory of kingship shaped by millennia of Iranian cultural experience.
