Abstract:

Building inspection is the control mechanism that enables the construction of buildings according to science, art and health rules in order to maintain life in a healthy and safe manner. The purpose of building inspection is to produce qualified structures based on the principle of purchasing technical services in terms of meeting the basic requirements of the user and in terms of project and application in the production of buildings. The production of quality structures is possible with the correct evaluation of both the project and the construction phase and the fact that the actors participating in the production process fulfill their duties and responsibilities. However, due to the problems experienced during the implementation of building inspection, the occurrence of user complaints after the use of the produced residential buildings reveals the necessity of determining the deficiencies of the building inspection application. In this thesis study, research was done about how to achieve production of qualified structure during building inspection application and suggestions are given. In this context, the building inspection concept started from the concept of building inspection in the world determined by examining the examples of building inspection and similarities with our country were evaluated. In addition, the concept of qualified housing production was examined and its relation with the structure inspection application was determined. Based on the complaints to Bursa Provincial Directorate of Environment and Urbanism, the general nature of the complaints regarding the implementation of the building inspection was determined. In this respect, the findings of the building inspection organizations in the region of Bursa which constitute the spatial scope of the study, and the findings related to the production of qualified housing have been put forward. At the end of the study, based on the survey data, the evaluation of the effect of building inspection on the quality of housing has been evaluated and results and recommendations have been developed accordingly.
