Values education is an issue both current for it is popular scientific study field in last years and also important for it contain in itself force which could affect positive or negative social structure. The fact that the national studies fulfilled by now are generally descriptive has revealed the need for in-depth research on values education. Thus, in this study, it was aimed to develop a practical and understandable model for social studies teachers. In line with this purpose, the perspective of various disciplines (philosophy, psychology, sociology) on the values education was evaluated, the historical and cultural structure of the society was taken into consideration, current values education approaches were examined and the practices of social studies teachers were subjected to a deep analysis. The study designed with case study consists of two parts. In the first part, the need was found out with the data obtained from 154 social studies teachers; in the second part, a model proposal was developed by working deeply with two teachers. From the open-ended questionnaire in the need’s analysis; in the model development stage, observation, interview and daily examination techniques were used. Data were analysed by comparative analysis continuously. When the results of the study were examined, the main problem situation was determined by revealing the area that can be solved from the basic problems experienced as a result of the needs analysis. According to the results obtained from two social studies teachers, a process-based model proposal was developed. The model proposal consists of the determination of the value to be gained, implementation and evaluation stages. The model proposal adopts a philosophy that gives the student an opportunity to realize their own value, but also creates an intervention area for teachers. The model proposal care to creating environments that will enable students to translate the value they gain into life and thus reinforce of their values. This model proposal, which can be considered as a combination of the positive aspects of traditional and modern values education approaches, includes the criteria that teachers should be aware of at every stage. This model proposal, called value internalization, can be defined as a model that aims to persuade the student about why values must be acquired, to adopt values to the student, to reflect these values to the student's behaviour, and to provide the permanence of the value by reinforcing the positive behaviour of the student.
