Abstract:In this research, Integrated Watershed Management Planning is examined in terms of irrigation operatıng, and to evaluate the applicability of this approach in Turkey in terms of planning tools as well as legal and institutional aspects. IWM is recognized as the most appropriate tool in the international arena for sustainable use of water resources through the integration of water planning and management with socio-economic development and environmental concerns. In this context, the thesis is organized in two major parts. First part focuses on the theoretical framework of IWM and irrigation management with regards to its definitions, emergence, loop of step, applicability, implementation and aims. The second part, We have studied in Büyük Menderes Basin irrigation enterprises and their performance is compared with each other and Integrated Watershed Management approach has been examined in terms of the applicability of the basin. Despite the inadequacies in the water-related legal and institutional frameworks and undefined position in planning system IWM in Turkey, Geat Menderes Basin and the higher level of participation in the planning and proposed organizational structure can be considered one of the successful examples in short time.
