Abstract:It has a management understanding that aims to ensure the use of rights and freedoms along with its intrusive, regulatory, redistributive and entrepreneurial characteristics. For social spending, achieving social balance and peace in your goals for economic growth and development provides justice in income distribution. The biggest social expenditure is education expenditures. In this study, there is a survey with the hypothesis that credit and scholarship opportunities and higher education students help to choose equal opportunities in education. The thesis consists of three chapters. In the first part of the thesis research, general explanations are made by conducting an archive research. The second part is about the place, scope, characteristics and benefits of these expenditures made with emphasis on education, education expenditure and equality of opportunity. The analysis and findings are explained whether a survey has been conducted on the provision of equal opportunities in education in terms of credit and scholarship opportunities in higher education. Based on the average of their responses in the questionnaire, it was observed that the participants responded as "I agree with 6 statements" and "I do not agree" with 5 statements as 9 statements. Our hypothesis that the loan and scholarship opportunities provided partially help in providing equal opportunities in education has been confirmed and accepted in the light of the data. According to the answers given in the 11-item ranking set that causes inequality of opportunity, a great majority agrees that socio-economic problems create this inequality. Although our hypothesis was confirmed in the light of the students' answers as a result of the analysis, it was concluded that the scale we applied should be improved.
